Kenya establishes National Government Administration Police unit

Kenya has officially established the National Government Administration Police (NGAP) Unit, a specialized force designed to support national government administrative officers, enforce policies, and provide security during public functions and operations, the government announced in a gazette notice issued on December 24, 2025.

The unit, formed under the National Police Service Standing (Amendment) Orders, 2025, aims to enhance coordination between administrative officers and law enforcement, ensuring efficient execution of national functions across the country.

According to Legal Notice No. 201, the NGAP Unit will perform a range of duties, including “rendering support to the national government administrative officers in the performance of their lawful duties and responsibilities within the administrative units” and “providing protective security to government officers within the respective administrative units.”

The unit is also mandated to “support government agencies in the enforcement of national policies, laws and regulations,” secure public gatherings, apprehend offenders, preserve exhibits as first responders, and assist in conflict management and peacebuilding initiatives.

The NGAP Unit will operate under a clear command structure, with a Commandant responsible to the Deputy Inspector-General of the Administration Police Service.

The Commandant “shall be responsible for advising and taking necessary steps to deal with all matters requiring police assistance and support to national government administrative officers and government agencies,” while ensuring proper submission of reports and returns in accordance with the National Police Service regulations.

The unit will extend from national to regional, county, sub-county, and ward levels, with officers at each level tasked with supervising and ensuring the efficiency of operations.

Regional Unit Officers, County Unit Officers, Sub-county Unit Officers, and Ward or Division Unit Officers will all report through their respective command structures, working closely with local police stations when necessary.

The orders emphasize that “where a national government administrative officer requests for assistance for coordination of a national function and lawful activity, the Ward or Division Unit Officer in the respective ward or division shall provide such assistance without undue delay or reservation.”

Other provisions of the amendment cover disciplinary procedures, uniforms and equipment, allowances, record keeping, and the submission of returns and reports.

The Commandant is also required to “prepare and submit to the Inspector-General the standing operating procedures of the Unit for approval before implementing them within the Unit.”

Inspector-General Douglas Kanja Kirocho signed the orders on 23rd December 2025 to reinforce governance, promote accountability, and enhance coordination between administrative officers and law enforcement across Kenya.

The unit represents a significant step in strengthening national security and improving the effectiveness of government operations nationwide.
